DIAC’s Russian Recognition: Why It Matters for Cross-Border Arbitration
Horizons & Co was pleased to support Dubai International Arbitration Centre (DIAC) in the process leading to its recognition as a Permanent Arbitral Institution in the Russian Federation, working closely with DIAC and EPAM alongside international counsel.
DIAC has now been formally recognised as a Permanent Arbitral Institution (PAI) under Russian law. This recognition is more than symbolic. PAI status has practical implications for how arbitrations are classified and supported by the courts, with direct consequences for enforceability, procedural certainty and dispute structuring.
For parties involved in cross-border matters connected to Russia, this recognition significantly increases the categories of disputes DIAC can now administer, including certain categories of corporate disputes involving Russian assets, certain Russian procurement disputes and Russian-seated international disputes. There is also potential for the DIAC to administer domestic disputes in Russia should it establish a local division in the Federation.
